人力资源开发与国有企业改革的关系 【摘要】　本文主要论述了我国国有企业的人力资源改革思路，对我国国有企业的国民经济的地位进行了调查和分析。由于我国自建国以来一直是以计划经济为导向，国有企业占了国民经济的绝大部分的比重。虽然经过20多年的经济改革，该种状况才有所改变．但国有企业的人力资源管理水平仍然严重落后于知识时代的要求，本文在对国有企业现状进行充分分析的基础上，提出相应的改进方案，借机探讨如何使国有企业完成由传统人事管理至现代人力资源管理的实质性转变。为此，对于国有企业的人力资源的改革，要从政府宏观经济的调控和企业内部的调整两方面着手。政府方面需要创造良好的政策和法制环境，完善人才培养和服务体系，并健全社会保障体系。企业方面主要是从完善经营理念，发展良好的企业文化，完善人力资源规划和人员配置，建立科学的考评、激励和培训体系等方面着手。国有企业人力资源的改革和发展，是一项复杂的系统工程，需要政府和企业的密切配合，才能够保证改革的顺利进行。 【关键词】 人力资源，国有企业，开发，改革 【Abstract】　The thesis is a study on the reform of human resource management in Chinese state-owned enterprises (SOEs)．Author has researched and analyzed the state--owned enterprise’status among Chinese national economy．Since the establishment of PRC．The planned economy has been the main mode and guidance in the social economy ,the SOEs have been occupied the most proportion．Through over 20years economy reform．this situation has been changed with increasing the proportion of some other economy elements，but SOEs are definitely in the leading position in national economy．The reform of SOEs’human resource management should start from both government macro economy control and the adjustment inside the enterprises．On one hand, the government should create favorable policy and legal protection environment, consummate training and service system，perfect the society safeguard system．On the other hand．the enterprises should complete the management conception, develop benign corporation culture, consummate human resource plan and enterprise employment, build scientific assessing. motivation and training mechanisms. The reform and development of SOEs human resource management is a complex systems engineering. It call ensure successful innovation only with the consanguineous cooperation of the government and the corporations． 【Key words】　Manpower resource State-owned enterprises Develop Reform 国有企业是指企业全部资产归国家所有，并按《中华人民共和国企业法人登记管理条例》规定登记注册的非公司制的经济组织。不包括有限责任公司中的国有独资公司。国有企业是在社会化大生产条件下，为弥补市场失灵，在制度、目标和管理诸方面具有特性的现代契约组织。它的内涵是资产属于全民所有，由政府占有终极所
