It aims to study, design and develop a new solution to the on-line test system based on web. The paper consists of seven chapters. Chapter 1 concerns the background and significance of the study. After making analysis of the current situation at home and abroad, common problems in present test system are summarized. Chapter 2 is theoretical framework of this study, discussing theories of item bank, measure theories and relevant criterions. Then, in the third chapter, some key technologies and their application in the study are introduced. Next two chapters are the core of the paper. The general design and conception of the system are discussed in the forth chapter. Based on the general design idea, designs and analyses are made about the system characters. A system structure model of the On-line Test System is proposed and the system design is explained in three aspects: function modules, database and system security. Some crucial problems and their solutions are illustrated in the fifth chapter. In the sixth chapter, the software test process and debug steps of the system are introduced. The final chapter summarizes the originalities and gives some implication to future study
