It is comprised of low-rent housing, economy affordable housing and the policy rental housing .Compared with the commodity apartment; the indemnificatory housing system is very imperfect. The development and building of commodity apartment is rapid and the house price stays at a high level. This causes the existence of housing vacancy and no room to live phenomenon at the same time. At the beginning of the 20th century under the planned economy system and Mr. Sun Yat-Sen’s “the tenant has its room”, China’s welfare housing policy in cities and towns, Comrade Deng Xiaoping’s housing system reform after the reforming and opening policy and all reform measures about housing policy after the 21st century keep our housing policy back on tract gradually. But under the stern housing situation, our country also exists many conflicts and inadequacies on housing. This article will focus on the reasons for these deficiencies and measures for solving contradictions.
