摘 要 中小型民营企业经济在我国国民经济中占比不断扩大，而且这种发展趋势在未来数十年内将继续维持。我国中小企业的人力资源普遍存在问题，人力资源管理意识薄弱、管理方法脱节已成为企业发展的瓶颈。重视人力资源管理、从企业问题来进行人力资源规划是民营企业面临的一大课题。人力资源问题与对策研究有助于企业建立高效团队、调整人力资源计划、为企业创造并保持竞争优势，有助于提升中小型民营企业的竞争力。本文将以我国中小民营企业为对象，企业的人力资源问题与对策为研究重点，试图了解当前我国中小民营企业人力资源的发展现状，并得出解决得对策,引用民营企业的真实案例，分析其人力资源问题，讨论其人力资源对策的规划，以找出相应对策改善我国中小企业的人力资源现状，对我国国民营经济的发展具有重要意义。 关键词：中小企业，人力资源规划，问题与对策 Abstract Small and medium-sized private enterprises in Chinas economy in the national economy continues to expand, and accounting for more than the development trend in the coming decades and continuing to maintain. Small and medium-sized enterprises in Chinas human resource has become a bottleneck with common problems, weak awareness of human resource management, management methods of enterprise development. Attention from the enterprise human resources management, human resource planning problem is a private enterprise faces. Human resources issues and countermeasures study help enterprises to establish efficient team, the adjustment plan for the enterprise human resources, create and maintain competitive advantage, enhance the competitiveness of small and medium-sized private enterprises.
