面对稀缺的土地资源．快速的工业化进程以及强劲的面向服务业的经济转型．弹性控制用地在
土地利用规划中越来越重要．而白色用地和灰色用地同属于弹性控制用地．通过比较白色用地
和灰色用地规划．得出更加适合我国土地利用规划的理论和方法．从而提高国内城市规划的可
实施性．改进其对城市建设发展的引导和控制效果．
