11 | 郊野公园 上海郊野地区土地规划管理的创新实践* The Innovative Practice of Land and Planning Management in Shanghai 管韬萍 吴 燕 张洪武 　　　 文章编号1673-8985（2013）05-0011-04 中图分类号TU981 文献标识码B 摘 要 “两规合 一”大背景下 ，上海市基本农 田的划定与市域生态系统有机结合 ，形成以大面积基本农 田保育区为基底的生态空间 ，并建立 郊野单元作 为上海集 中建设 区外广大郊野地 区实施规划和土地管理的基本单位 ，积极开展郊野公园为代表的郊野单元规划建设试 点 ，将土地整治、增减挂钩等土地政策工具与郊野地 区空间、景观要素开发相融合 ，创新郊野公园实施 目标和实施途径 。通过规土合 一，上海市关于集建 区外郊野地 区规划管理思路上 ，通过进一步完善规划土地管理体系 ，实现 了3个转变 ：优化集建 区外空间布局和用 地结构 ，提升郊野地 区生态环境水平 ，保障地 区经济社会转型发展 。 Abstract Under the background of “two-planning coordination”, with the organic combination of the delimitation of the basic farmland and the regional ecosystem, the broad basic farmland conservation area comes out, and the country unit, as the basic planning and land management unit of country land, has been built up. The experimental unit of country unit planning combines the land remediation and linking changes in the increasing of farmland and the decreasing of construction land strategic tools with the space, landscape and other key elements, whose implementing goals and approaches are innovative.
