For the moment, we have been confronted with a number of difficulties in our process of developing the vocational and technical education in the country, which has affected the overall benefits of the society, so it is of great significance to speed up its advancement. To take great efforts to develop the vocational and technical education in the countryside not only guarantees the realization of the balanced development of both the urban and the rural areas as well as the advancement in the construction of socialist new countryside, but also is one of the important contents in putting into effect the concept of scientific development and building socialist harmonious society.
