The scientific and technological advancement at a certain time serves as a principal emblem for that period’s social development. In the meantime, the hi-tech achievements directly drive the government’s administrative development. Therefore, the government at different ages usually puts into governmental administration the avant-garde technological accomplishments at the time for the sake of efficiency. As an important tool for the implementation of governmental administration, science and technology also play the same role as the catalyst for its development. In an information era, science and technology, especially information technology, exert an ever-increasing influence upon governmental administration, and simultaneously, provide a brighter prospect for its technologization. The technological reform of governmental administrative network is aimed at setting up an electronics-based government by means of the application of network technologies in order to boost administrative efficiency and perfect governmental functions.
