This work is licensed under the Creative Commons Attribution International License (CC BY). /licenses/by/4.0/ Open Access Abstract The Third Plenary Session of the 18th Central Committee of the Party puts forward the idea of “developing Pratt Whitney Finance” for the first time. This is a strategic choice. Based on the re- ality of China’s financial industry reform and development, China’s financial industry has new de- velopment opportunities and also faces a deeper reform and transformation. China’s private banks are in the early stages of development. There are many problems and institutional barriers. It is difficult to establish a good credit, lacks professional management, lacks talents and has a weak ability to resist risks. Business scope is limited. The paper follows the new ideas of “innova- tion, harmonization, green, open and sharing” put forward in the 18 fifth plenary session, supports the development of private banks, and accelerates the diversification, marketization and speciali- zation of China’s banking industry in order to achieve the goal of establishing the Pratt Whitney financial system.
