摘 要 在当前政治经济全面转型的关键时期，中共中央明确提出建设 “社会主义和谐社会”， 其关注的是社会和谐、社会公正，注重政府与社会的建设，长久上则是针对中国特色社会 主义建设总体大局与未来走势以及社会主义建设目标实现的思考与抉择。在构建和谐社会 的过程中，以社会主义市场经济的发展和社会主义市场经济体制的建立与完善为动力和依 据，整个中国社会的政治、经济、文化形态开始转轨变型，不断趋向全面和谐的社会状态。 不可否认的是，政治、经济、文化三个形态的建设是以政府为主导的，而政府公职人员伦 理状况直接决定了政府主导作用的发挥。因此，和谐社会建设和发展受到政府道德状况、 行政人员道德水准和行政伦理德性构建等行政伦理因素的深刻制约和影响。 在和谐社会构建的具体过程中，体制转轨逐步升华，而体制转轨要求行政伦理同步转 型，而行政伦理制度及其配套机制脱节现象却客观存在且有待克服，行政伦理失范现象通 过多种表现形式涌现出来。因此，根据中国当前社会的实际情况和现阶段存在的问题，对 行政伦理问题进行研究十分必要。 随着我国改革开放的不断深入和社会生产关系的不断调整，在经济和社会生活领域中 出现了一系列与群众的切身利益密切相关的矛盾，而一些公职人员行政伦理失范，如以权 谋私、贪赃枉法等更加突显了这些社会矛盾。作为一个崛起中的社会主义强国来说，转变 政府职能，提高政府办事效率，改善政府与各方面的关系以及提升政府形象是迫在眉睫的 事，而加强行政伦理建设，又是做好这一切的关键所在。因此，本文从和谐社会视角出发， 在总结建国以来我国行政伦理建设所取得巨大成就的基础上剖析了现阶段我国行政伦理所 面临的问题，同时深刻分析了我国行政伦理失范的原因及其实质，并从行政行为的外部控 制和内在伦理制约两个维度提出了解决路径。 关键词：和谐社会；公务员；行政伦理 I Abstract In the critical period of the current political and economic transformation clearly posing a harmonious socialist society, is concerned about social harmony, social justice, focus on building government and society, in the long time is the reflection and choice on building socialism with Chinese characteristics for the overall trend of the overall situation and the future to achieve the objective of socialist construction. Base on the development, establishment and accomplishment of China’s socialist market economy，the configurations of China’s economy，politics and culture are， too，being transformed, constantly tend to the full form of a harmonious society. Undoubtedly，all the constructions of economy，politics and culture configurations are carried out under the strict guidance of the government, Nevertheless morals of the government ，moral levels of the government staff，and the ethics of formation of the administration will absolutely affect and restrict the construction and development of the harmonious society
