However, Because of the multinational companies in developed countries monopoly technology research and development, market development, customer service and high value-added sectors, Liaonings equipment manufacturing industry only in the low value-added sectors of the global value chain such as processing and assembly, and the benefit allocation of participation in the global value chain is deteriorating. Under this background, focus on the analysis of three aspects of the external causes, internal conditions, mechanism, the author claims that direct oversea investment, for Liaoning Equipment Manufacturing Industry, is the breakthrough to get promotion in the global value chain and is a key method to lead the architecture of the Global Value Chain. Besides, the author studies the characteristics and problems of current oversea investment by Liaoning Equipment Manufacturing Industry and asserts his strategic suggestions on oversea investments for Liaoning Equipment Manufacturing Industries under the Belt Road Strategy.
