论公务员制度创新
摘 要
建立和推行国家公务员制度是中国干部人事制度的重大改革。中国以往干部人事制度中存在一些问题,如干部队伍笼统庞杂、管理权限过于集中、管理方式陈旧单一、管理制度很不健全、缺乏有效的监督机制等。这些问题的存在,严重影响了干部人事管理工作的科学化、法制化和现代化进程。为了改变这样一种局面,1993年8月14日,《国家公务员暂行条例》出台,标志国家公务员制度的初步形成。在不断探索中积累经验2006年1月1日起施行《公务员法》是我国人事管理制度在《暂行条例》实施十二年基础上的一次重大变革。但是我们在肯定这一跨越的同时,必须看到改革并不彻底,制度本身还存在着很大的发展空间随着中国参与经济全球化的主流,综合国力的竞争将日趋激烈,这种竞争,对政府公共服务提出了新挑战,也对政府的管理效能和效率提出了更加严峻的挑战。因此,增强公务员制度的活力和提高公务员队伍的素质,已成为中国必须解决的关键课题。Abstract
