Her conclusion is mainly based on the following evidence. First, after PC lowered speed limit from 55 m/h to 45 m/h, it seemed that the number of accidents did not decrease and that drivers still exceeded limits all the time. Second, BC’s effort five years ago seemed to result in significantly better road safety. However, only if she provides more information can she legitimately conclude that following BC’s procedure is the best way for PC to improve road condition.To begin with, the author mentions that since the lowering of speed limit in PC, the number of accidents has not decreased, and, based on reports by the highway patrol, many drivers are exceeding the speed limit, implying that this effort has failed. Clearly, she assumes, probably unwarrantedly, that the seriousness of accidents has not lowered and that drivers are not driving at a lower speed than before. However, even though accidents are as frequent as before, perhaps they are much less serious now than before. Maybe a year ago, 80% of the traffic accidents involved death while nowadays only 20% involved casualty. If this is true, then clearly the effort has some merits. Or even though people are still exceeding the limits, perhaps they already are traveling much slower and safer than before. Since exceeding speed limits is a common phenomenon, maybe when the speed limit was 55 m/h, people were also exceeding it, travelling at 65m/h. In contrast, nowadays while they are still exceeding the 45 m/h limit, they are only driving at 55m/h, which is clearly much safer and would likely yield to fewer accidents and especially fatal accidents.
