The industrial structure of countries or re gions not only reflects the level of econom ic developm ent, bu t also affects the pace of econom ic developm ent. Therefore, m ak ing a rational industrial policy to upgrade the industrial structure has mi portant practical s ignificance. In this paper, the authors research the industrial structure optmi ization and upgrad ing in Shaanx i Province. On the basis of learning from do m estic and foreign scholars∀ researches, we carry ou t em p irical analysis of the Shaanxi industrial structure and optmi izing counterm easures. In order to adjust and optmi ize industrial structure in Shaanxi Province and provide theoretical support, w e analyze the three stages of industrial developm ent and find the m ain issues in Shaanxi Province.
