Accor ing to a survey on 56 a ministrative villages ( communities) an 320 farmers in Zhejiang Province, some new traits in the process of farmlan transfer, such as iversifie forms, stan ar ization an marketization of transaction an rationalization of fees, have been showing up. Nevertheless, several issues regar ing farmlan transfer , inclu ing equivocal interest bo ies, ispersive forms, roughan tumble service organizations an faulty social security system, etc. , are not conformable to the evelopment of mo ern agriculture. It is necessary to improve the relationship betw een ifferent ow nerships, a ministrative structures of farmlan an service organizations for the farmlan transfer, base on the separation of poverty rights of farmlan .
