However, spectrum policy task group of FCC reports that utilization ratio of allocated spectrum varies from 15% to 85% under 3G, even under 0.5% for 3-6GHz spectrum, the total spectrum utilization for all kinds of wireless systems are under 10%,this strange phenomena causes the contradiction between relative insufficiency and absolute waste of spectrum, so researchers appeal to dynamic spectrum access technology for improving spectrum utilization. Cognitive radio technology is proposed for solving this contradiction, which allows unlicensed user utilize allocated bands as long as it doesn’t interfere or influence licensed users. Wireless cognitive network is developed on the base of cognitive radio, and is composed of wireless terminal with spectrum sensing and cognitive ability. Dynamic Spectrum Access (DSA) is one of the key technologies of implementing cognitive radio and networks, and is responsible for allocating idle spectrum resources according to some algorithms and accomplishing communication among several cognitive nodes, its function is similar with MAC in traditional wireless networks. Main contents of my dissertation includes spectrum allocation algorithms, MAC protocol of cognitive radio network and its optimization technology. The mainstream research approach is based on opportunistic access to licensed spectrum, and the focus of cognitive radio is on designing architecture and communication protocols of cognitive networks, especially on physical and MAC protocols, including fast and real-time spectrum sensing, dynamic spectrum allocation algorithms and
