THE EXISTING SITUATION Qian Hai is located at the western edge of the City of Shenzhen at a key location in the Pearl River Delta. The site is approximately 18 square kilometers in size, and is primarily comprised of reclaimed land. Historically the area has served as the working back door of Shenzhen. However, since 2000 there has been a concerted effort to transform this area into a new CBD for Shenzhen, allowing Qian Hai to take its place alongside Futian as the primary commercial and business district of Shenzhen.
