摘 要 伴随着城市化的脚步，传统农业的发展已经不能适应新的社会发展的潮流，城 乡矛盾日益尖锐，这无论是在国内还是在国外，都是一个普遍现象。这势必要求转 变传统的农村发展模式，走一条城乡统筹发展的新道路。统筹城乡发展的重点和难 点都在农村，农村建设是绝大多数国家在城乡一体化发展过程中都面临的难题，本 文以农村建设为线索，主要研究国外几个典型国家在统筹城乡发展，实现城乡一体 化过程中农村建设方面的主要经验，这对于推进我国社会主义新农村建设、统筹城 乡发展，都具有一定的借鉴意义。 本文除导论部分外，共分为三个部分： 第一部分：关于统筹城乡发展的基本理论问题。主要阐述传统农业发展模式已 经不适应新的发展需要，必须寻求一条适合农村发展的新思路，即城乡统筹。阐明 了统筹城乡发展的基本内涵和实质、统筹城乡发展所要解决的问题，以及借鉴国外 统筹城乡发展的可行性。 第二部分：国外统筹城乡发展的实践经验。针对性地对英国、美国、日本、韩 国、印度五个国家进行逐一分析，整理他们在统筹城乡发展过程中关于农村建设的 成功经验。 第三部分：在归纳国外城乡统筹发展的做法经验后所获得的启示。主要是介绍 我国统筹城乡发展的具体实践，并在吸收国外经验的基础上，如何实现中国的统筹 城乡发展之路的几点启示。 关键词:城乡统筹 国外农村建设 经验启示 社会主义新农村建设 I Abstract With the pace of urbanization, the development of traditional agriculture can not adapt to the new trend of social development. The conflicts between urban and rural areas become increasingly acute, which is a universal phenomenon both at home and abroad.
