Therefore, it is very important for us to strengthen the study of administrative ethics. In our country, administrative ethics construction has gained some achievements, for example, we have made a progress in building the Partys style and a clean government, and drawn up a number of laws and regulations. However, there are still a lot of administrative immoral phenomena, which make the study of our administrative ethics construction necessary. At present, there are a lot of problems in the construction of administrative ethics, including reliance on human kindness and neglecting of rational system, errors of administrative moral education, the replacement of civil servants professional morality construction by the Partys style and a clean government construction. This paper will discuss how to strengthen administrative ethics construction in organization, legal system and moral education. Through the improvement of the three spheres, we can make the administration morals construction accord with the requirement of building the harmonious society.
