[Keywords] Small towns in the central region, the reform of the administrative system. 一：当前研究背景及学术观点 （一）当前研究背景 1：中国是一个具有特色的社会主义国家，是一个发展中的社会主义国家。改革开放以来，我过的城镇行政体已经得到很大的改善，20世纪90年代以来，通过不断的实践总结得出，我的城镇行政体制改革中仍暴露了很多的问题。特别是中部地区的小城镇行政体制改革，由于中部地区经济发展水平较低，城镇公共设施和社保医疗制度等不够完善，行政体制存在不足，改革手经济、政治、文化、历史因素等的影响阻力重重。 2：相对于自改革开放与中国一直保持友好关系的美国而言
