摘 要
摘 要
民国时期，占据河北省农地总面积百分之十五的旗地，由于其巨额经济收入，受到
历届政府的重视。无论是北洋政府，还是南京国民政府均设立了专门机构对旗地进行管
理，并颁布了一系列有关旗地管理的章程、条文。这些举措使得河北旗地的管理由初期
的茫无头绪逐步得到改善且日臻有序。尤其值得肯定的是，广大佃农通过政府的丈放获
得了地权，这有助于从根本上解决旗地问题。然而，由于其自身管理体制的局限，民国
政府在旗地管理过程中也就不可避免地存在诸多窦弊，诸如旗地丈放价格过高、额外盘
剥层出不穷，管理人员玩忽职守、利用职权中饱私囊，管理程序不完善以致虎头蛇尾等
等。
