目的Purpose
依照《放射防护规定条例》规定，为防止放射事故发生，加强对放射事故的管理，保障放射工作人员和社会公众的安全与健康，并妥善处理放射事故发生后的应急事宜，特编制本程序。
In order to avoid any radiation accidents, strengthen management of radiation accidents, ensure the safety and health of radiation workers and the public and also manage emergency actions after radiation accidents correctly, we established this procedure according to Radiation Protection Rules Ordinances,
适用范围 Scope
本程序适用于xx储罐放射作业施工。
This procedure applies to radiation work of xxProject.
应急计划 Emergency Action Plan
应急计划包括事故预想，组织准备，剂量监测和医疗救护。
Emergency action plan includes accidents forecast, organization preparation, quantity of radiation monitoring and medical treatment rescue.
放射设备投入使用前，应仔细分析并预想发生事故的可能性与事故种类。
Analyze carefully and forecast the possibility and class of potential accidents before bring radiation equipments into use.
组织准备是指建立事故应急小组，负责制定和落实事故应急计划，事故应急小组成员应进行培训，并取得《射线工作人员证》后方可从事射线作业，明确应急时的职责，作好相应的准备。
Organization preparation means to establish accident emergency action team which is responsible for establishment and implementation of accidents emergency action plan. The team members shall be trained and start to work only after they get Radiation Personnel Certificate. And to clarify the responsibilities of each person when emergency occurs and prepare well for it.

应急照射 Emergency Irradiation
在放射过程应急事件中，可能有少数人员接受超过年剂量限值的照射，对此，必须事先作出周密的计划安排，遵守应急计划，避免一切不必要的照射，按“可合理做到的尽可能低”的原则，预计出可能接受的剂量。
During radiation emergency incidents, there may be a few persons who will receive radiation over annual limit. So, careful plan shall be established beforehand. Abide by emergency action plan strictly and try to avoid any unnecessary irradiation. Forecast the possible quantity of radia
