北 京 理 工 大 学 毕 业 论 文 中铁电气化局集团第三工程有限公司 机关组织机构整合研究 专 业：工商管理 层 次：专 生 本 毕 业 生：孙 强 时 间：2003年5月 摘 要 本文在对三公司历史和现状、国内外同行业市场和竞争特点以及三公司目标市场分析的基础上，运用现代管理学、经济学理论、方法和已有的研究成果，吸收国内外大中型公司组织结构优化重组的实践经验，结合三公司的实际情况和实践经验，按照三公司发展战略目标、组织机构整合的目标和原则，坚持机制创新、管理创新、技术创新以及精简、效能、统一的原则，提出了三公司机关采取职能制结构、工程项目管理采取矩阵制结构的组织机构整合方案，提出了职能岗位的设置、人员定编方案以及相应的机制建设建议。通过整合，使三公司成为基于市场导向、适应国内外市场变化和业主需求、具有高度柔性和反应敏捷的经济实体；成为具备科学的公司治理结构、完善的责权利激励约束机制和绩效考核评价体系、有效的经济核算与内部控制的实体；成为以市场为龙头，以系统有序的施工组织、协调与管理为支撑，以高效、完善的机制与组织为保障的现代化施工生产企业；最终实现向管理技术集约化的效益型组织转变的战略目标。 ABSTRACTS Based on the analysis of history and present situation of the Third Company, markets and its competitive features in the same trade at home and abroad and the company’s target market, applied the theory and method of modern management sciences and economics and as well as the existing research results, absorbed the practical experience in optimizing and reorganizing organization structure from the ten large and medium foreign and domestic companies, combined with the company’s real conditions and practical experience, according to the company’s strategy objectives of development and the target and principle of integrating organization structure, abided by the principles of system innovation, management innovation and technology innovation, and also principles of streamlining , efficiency and unity; this paper puts forward an integrating scheme which adopts functional structure in the company’s offices and matrix structure as organization mechanism in the project management . It also brings forward some suggestions on setting up the functional posts and fixing the number of staff and its corresponding mechanism construction as well.
