China, as has initially established a socialist market economy system, economic management of the government has in market economy countries commonness and own particularity. How do we use of the duality of governmental management, through effective and scientific decision, plan, organization, coordinate and control, better play to the governments economic management functions , and improve the performance of economic management, realize the goal of economic management, is an important issue which is faced by current government economic management. This article discusses the related problems of promoting the performance improvement of government economic management as how to through the performance auditing. 【key words】 government economic management performance auditing 一、政府经济管理的绩效与绩效审计的概念 政府经济管理的绩效，是指政府在经济管理活动的结果、效益及其管理工作效率、效能。一般来讲，政府经济管理活动的绩效可以从三个方面进行考量、评估：一是政府经济管理对社会所要求的管理目标实现状况；二是政府经济管理部门为社会经济活动提供的服务数量和质量；三是政府经济管理行为所占用和耗费的资源及其程度。 绩效审计作为一种新型审计，产生于20世纪40年代。20世纪30年代资本主义爆发经济危机之后，主张国家干预经济活动的凯恩斯主义引导资本主义世界，政府通过财政政策和货币政策进行宏观调控，在社会生活中发挥越来越大的作用。随着公共开支
