成 绩 评卷人 姓 名 学 号 大学公共管理硕士（MPA） 课程论文 《玉溪工业园区发展中地方政府角色的思考》 班 级： 2008级MPA 课程名称： 政府经济管理概论 课程类别： 必修课 任课教师： 开课时间： 2010年10月 大学MPA教育中心 玉溪工业园区发展中地方政府角色的思考 【摘要】工业园区是指由政府或企业为实现工业发展目标而创立的特殊区位环境。在我国当前政府主导型的市场经济发展模式下，工业园区建设中政府的主导作用也更为明显，大多数工业园区都是以政府为主体进行推动，政府在园区发展中直接参与市场资源的配置，充当了全能型的角色。随着市场经济体制的不断完善，其弊端日益显现，并导致了政府职能扭曲和异化，影响了政府职能的转变和发挥，以政府为主体推动园区发展这种计划经济体制下的政府角色已不能适应当前工业园区发展的要求，制约了园区经济持续健康发展。在工业园区发展中，地方政府应通过创新园区运作模式，进行资源的合理整合与配置、强化园区政府公共服务功能，提高园区服务水平、改革创新园区管理机制，提高政府管理效能等举措加强与创新园区内部管理功能，从而实现地方政府由“主体”向“主导”角色的根本性转变，促进园区经济又好又快地发展。 【关键词】地方政府　经济管理　工业园区　角色思考 [abstract] industrial park is to point to by government or enterprises for realizing industrial development goals and founded the special geographical environment.
