ERC budget consultation 2010 – A joint submission. The cuts are coming! The big question must be, are they the threat commonly perceived or do they contain opportunity? We firmly believe, if the politicians can accept the truth without feeling threatened, then they do contain a once in a generation opportunity. We need the Council leaders to have a clear vision and set carefully reasoned objectives. Historically the Council has adopted a reactive approach. Now it must become proactive with stated objectives and strategies with which to deliver. Councillors must either deliver tangible results or get out of the kitchen. There is no room whatsoever for mediocrity. The Councils medium offered for discussion and suggestions over the cuts is somewhat restrictive and inadequate therefore we have decided to produce this paper to stimulate debate and provide pointers for does and donts. We have listed the Councils proffered questions with our answers at the foot of this document. Unfortunately it seems to us that in asking the wrong or poorly reasoned questions there is an inevitability that it cannot produce the correct answers. The first lesson must be that there cannot be any sacred cows. Everything must be examined and the following questions asked:- 1. How can it be done better? 2. Can we afford it? 3. Can it be done better in the private sector? 4. Does provision by the public sector disenfranchise or disincentivise people from doing for themselves? 5. Is it essential and core to the business of running a Council?? These matters must also be examined in terms of whether there is a statutory duty on public bodies to deliver the service. For the purpose of this exercise we have chosen to ignore whether or not the service is governed by statute. The Council operates in a number of non-essential areas and frequently is in competition with the private sector. We believe,?unless there are exceptional circumstances,?there should be a presumption for the Council providing?onl
