In order to push the use of IT in the construction-related agencies and be consistent with the whole national e-Government, “one part of e-Government system-the system in construction industry” began to be built in 2003. More than two years has passed, what is the actual state of e-Government in the construction-related agencies now? What are the perceived benefits and problems? And how will e-Government in the construction-related agencies develop in the next years? In this paper, the common evaluation methods of e-Government in the world are compared, and a set of evaluating index system for construction industry’s e-Government is established. Based on the questionnaire survey which was completed in Feb., 2005 and using AHP (analytical hierarchy process) and MADM (Multiple attribute Decision Making), the level of e-Government in Chinese construction industry of 10 cities such as Beijing, Shanghai et al. were measured. The results show that as a whole the construction-related agencies have made rapid progress in building up e-Government system, but the growth of e-Government is unbalanced, which from a side reflects the actuality of the whole country. Key words Evaluating system Information technology E-Government Construction industry 1 Introduction It has been one of the development stratagems to improve traditional industries with the innovative application of Information Technology (IT) since 10th Five-Year Plan in China. To accelerate the application of IT in construction industry, the Ministry of Construction P.R. China determined several “basic points” in
