Government Innovations in Building Harmonious Society 1.LING Lan 2.HUO Ying-yi Tianjin University of Finance Economics, P.R.China, 300222 Abstract The paper first reviews the theory and practice on government innovation around the world, drawing valuable experiences from Osborne and Gaebler’s ten principles of “reinventing government” for china to learn. Then reviews the practices of China’s government innovations since it adopted policies of market-oriented economic reform and open-up to outside world, identifies the difference from those of full-blown market system. Thereby, analyzes special problems exist in China present society which impede the process of building a harmonious society. Finally the paper highlights important government innovations needed for a harmonious society, these are: responsible and responsive, effective and efficient, open and transparent, as well as digital and professional government. Key words Government Innovation, Building Harmonious Society, Good Governance 1 Introduction The process of government innovations in China as everywhere else, happen incrementally, when market-driven economy reform coincides with democracy-driven political innovation. Strong evidences have showed that government innovations in China are about to take place increasingly under appropriate conditions fostering by the newly advanced development strategy of building harmonious society. China’s impressive economic achievements and remarkable speed of development from a low-income and populous nation to a global development engine is weaving a safety net which supporting its further government innovations in political, social, cultural and other backgrounds. These innovations in China will be of great importance for Asia and Pacific region and the world as well. Back in China, policy-makers should ask themselves how the country’s rapid economic growth be sustained, welfare benefits to the Chinese population be enhanced and, making successful economic perfo
