1施工作业HSE管理 HSE Management in Construction Works 1.1 施工作业前的HSE管理 HSE management before construction works 单项工程或单位工程开工前的HSE检查确认包括以下内容： Before starting a sub-project or a unit works, HSE inspection shall be performed to confirm the following: （1）安全的教育培训记录； Education and training record on safety; （2）安全协议书； Agreement on safety; （3）施工方案中的风险分析和防范措施； Risk analysis and prevention measures in construction plan; （4）安全防护措施的准备和落实情况； Preparation and implementation of safety protection measures; （5）即将投入使用的机具、设备的性能和完好性检验、试验记录（出厂合格证、维护保养记录、试验记录、检定证明或年检证明）； Inspection and testing records on performance and soundness of machinery and equipment to be put into operation (ex-works certificate, maintenance record, testing record, calibration certificate or annual inspection certificate); （6）个人防护用品的配备及其符合性； Provision of individual protection articles and their conformity; （7）现场救护所必备的设施、器材和人员的落实和到位情况（救护设施的合格证、救护人员资质证书）； Provision and settlement of facilities, appliances and personnel necessary for site rescue (certificate of rescue facilities and qualification certificate of rescue personnel); （8）特殊作业人员资质证件，如电工、焊工、起重工、架子工等； Qualification certificates for personnel performing special jobs, such as electricians, welders, crane operators and scaffolding workers; （9）作业许可证的办理情况，如动火作业票、动土作业票等； Availability of work permits, such as permit for works with fire and permit for earthworks; （10）作业环境； Working environment; （11）作业进行过程中安全员落实情况。 Assignment of safety persons during works. ——施工作业前，施工员对参加施工作业人员进行施工作业技术及要求交底，根据作业前对总的施工步骤中存在的危险所采取的控制措施，安全员应负责进行施工作业HSE管理交底，办理相关的工作许可证； Before starting the works, construction controllers shall give detailed instructions of the work technical requirements to construction workers, and according to the control measures to be adopted with respect to dangers existing in the general work steps before the works, safety persons shall be responsible for instructions on HSE management for the works and obtaining relevant work permits; ——作业前HSE检查分为装置区外和装置区内检查，在开始作业前，由项目部组织，各级
