关于地方政府融资机制的研究The Study of local government’s finacing mechanism  系别：行政管理系 专业:行政管理 班级:07行政管理班 学生姓名:杨曼 指导教师：薛国珍  随着经济全球一体化趋势的不断加速，我国经济体制改革进一步深化，我国地方政府驾驭经济也面临着新的机遇与挑战。发展地方经济已从单纯依靠优惠经济政策转变为主要依靠优化区域发展环境和有效整合区域经济要素。仅仅依靠传统的财政拨款和有限的财政资金已经远远不能满足当前政府宏观调控和促进地方经济快速、健康、协调、可持续发展的需要。因此研 究地方政府如何利用现有资源、规范和开拓新的融资渠道应经显得紧迫和必要。 本文主要运用了集成研究方法和归纳分析法，首先阐述了地方政府融资机制研究面前面临的机遇和挑战，然后分析地方政府融资的现状与影响地方政府融资调整的影响因素；最后提出了地方政府融资机制研究的机遇、挑战和对策。 在新的时期、新的形势下，要应对知识经济的挑战，积极融入世界经济一体化、金融全融化的潮流，发展具有中国特色的地方政府融资体系已经刻不容缓。我们要积极行动起来，创造条件，积极调动民间资本，促进地方债券市场的早日开放，大胆探索新的融资渠道，在发展中规范和完善地方政府融资体系，健全地方政府融资功能，促进地区 关键字：地方政府 融资 市政债券 摘 要 With the trend of economic globalization accelerating, Chinas economic restructuring was further deepened, the continued steady progress of socialist construction, Chinas local governments manage the economy is also facing new opportunities and challenges. The development of local economy benefits from relying solely on economic policy into the environment mainly depend on optimization of regional development and effective integration of regional economic elements. Rely solely on traditional financial allocations and limited financial resources far can not meet the current governments macroeconomic control and the promotion of local economic quick, healthy, coordinated and sustainable development. Therefore, the use of existing resources of local government, norms and open up new financing channels should be urgent and necessary by the look.  This paper uses an integrated methods and inductive analysis, proposed mechanism of local government financing opportunities, challenges and countermeasures.
