Journal of China University of Science and Technology Vol.44-2010.07 電子貨幣對貨幣政策的影響：從動機、技術與政府監理觀察 The impacts of E-money on Monetary Policy ：An Overview from Motives, Technologies and Government Supervision 蔡鏞 Jong Tsai 中華科技大學財務金融系講師 Department of Finance, Instructor China University of Science and Technology 摘 要 資訊技術的進步與經濟環境的進化共同推動電子貨幣 (e-money) 的創造，使 它成為一個“無紙化”的交易工具。貨幣供給不再是中央銀行與商業銀行的特 權，個人及企業 (私人系統) 也可以利用信用地位創造電子貨幣，而造成部分貨幣 供給；同時他們選用電子貨幣，也造成部分貨幣需求。電子貨幣的產生將減少現 金使用、銀行再存款、票據交換、銀行存款準備，最終影響中央銀行的貨幣政策。 本文討論電子貨幣的轉換動機、技術層面與政府監理，對所衍生的貨幣供給與需 求變化，討論它們對貨幣政策的影響。 關鍵詞：電子貨幣、貨幣政策 Abstract The progress in information technologies and the evolution in economic environments mutually promote the creation of E-money, which is become a “paperless” medium of exchange. Money supply is any longer a privilege to the central bank, and commercial banks, persons or firms (any private system) can utilize their credit status to create e-money, and initialize a partial money supply; meanwhile, after they opt for e-money, and initialize a partial money demand. The utilization of e-money will reduce cash transactions, banks’ re-deposits, bill settlements, banks’ deposit reserves, and finally affect central bank’s monetary policy.
