ABSTRACT
ChinaUnicomwassetupin1994,whichendedtheageofoligopolyin
theChinatelecommunicationmarket.Theimportantstrategicproblemsthat
havetobesettledurgentlyarehowtokeeponeselfcompetitiveinthe
hugemarketcompetition.
ThispaperresearchesdevelopmentstrategiesofTaiyuanBranchof
ChinaUnicomunderthebackgroundofuninterruptedlydeepeningthereform
ofourcountrystelecommunicationmanagementmechanisms.Startingfrom
thestatusquooftheworldtelecommunications,thepaperrevealsthat
telecommunicationindustryhasendedtheageoffastgrowthandhigh
profitandopeningtothemarketandnormalizationwillleadtoafierce
competition.Secondly,takingproductsasamainclue,thepaperdescribes
thedevelopmentandstatusquoofChinatelecommunicationindustryand
TaiyuanBranchofChinaUnicom.Thispaperanalysesinternalandexternal
survival environment of the enterprise, status quo of present
telecommunicationmarketdevelopment,advantagesanddisadvantagesof
theopponentsaswell.Advantagesanddisadvantages,theopportunities
andchallengesintheexternalenvironmentaresummarizedthroughaseries
ofanalyses.Onthebasisofabove-mentionedanalyses,usingmathematical
methodsoffuzzyintegratedassessmentmethod,quadric-semi-dimensional
unitcoordinateandstrategicazimuthangle,etc,adevelopmentstrategy
analysissystemandquantitativemodeloftheenterpriseareconstructed
throughapplyingthequalitativeandquantitativeanalysestotheSWOT
analysis. The development strategies and corresponding strategic

1 绪论
1.1研究背景
电信业作为一种高投入高产出的行业，从它进入商业领域的那一刻起，其市
场高速增长带来的巨大业务收入使电信业成为全球经济发展中的一个亮点。近年
来随着经济全球化进程的加速，世界电信危机正日益显现。在美国，电信公司股
价暴跌，利润迅速滑坡，朗讯、北电、JDS等电信设备制造商遭遇了空前的亏损，
PSINet,360Networks、环球电讯、威廉姆斯通信等新兴运营商纷纷申请破产保护，
就连ATT等老牌运营商也都处于业绩萎靡的狼狈之中。
在欧洲，最大的电信运营商德国电信首次出现亏损，在业务盈利空间不大的
情况下，不得不调高电话资费，并放慢其在UMTS上的服务计划;法国电信的净亏
损创历史新高，达102亿欧元，并且公
