摘 要 随着科学技术的不断发展和人类社会的不断进步，安全生产在其中起着非常重要的作用，对其产生着重大的影响，已经被人们越来越加重视。因此，牢固树立安全生产理念，加强安全生产管理，是科学技术和社会和谐发展进步的要求和保证。煤矿生产由于其特殊的作业环境，存在和产生着诸多的安全隐患、不安全因素，我们必须时刻警惕，端正态度，始终时刻紧绷安全生产这根弦，不能有丝毫的放松和侥幸的心理。 煤矿行业属高危行业，安全生产是一项长期而艰巨的工作，必须建立和落实长效机制，才能彻底扭转安全上的不利局面。因此，在一个时期或者更长时期内逐步形成安全生产长治久安的良好局面。 本文研究的主要内容就是如何建立和落实安全生产与管理。文章首先对煤矿安全管理的展望与发展进行了详细的描述，然后对煤矿安全生产的时间进行了论述，接着论述了落实长效机制所要做好的各项工作，包括建立健全责任健全机制、建立安全生产责任制、落实责任体系和现场管理机制等方面。然后论述事故应急处理预案的重要性。最后对加强“一通三防”管理进行论述。只有做好了以上所有方面，才能真正解决安全生产中的漏洞，全面的完成建设安全生产的长效机制，使安全生产的方针和原则得到长期贯彻执行。 关键词：安全管理；安全生产；长效机制；一通三防 Abstract With the development of science and technology and the progress of human society, safety production plays a very important role, to have a significant impact， has been more and more seriously.
