Nearly ten years, China’s law administrative construction had great progress. Especially in the 1990s, the administrative procedure law, after the state compensation law, administrative reconsideration, the law on administrative punishments, the legislative law and the administrative licensing law enacted, in our democratic and legal construction milestone in the process. But the rule of the problems existing in the administrative construction is not little still.
