With the time passing by, people’s aesthetic standard is also changed. People’s ideas and value judgment must be affected by their local cultural traditions. Meanwhile, the artistic design style of cartoon will also have an influence on people’s artistic creations. The animation is an art form which combines modern science and technology with local tradition. However, Chinese cartoon is lagging behind during the developing period of technology for the reason that it did not combine well with Chinese culture. If China wants to revive its glory of animation in the diversified world, it must do a systematic research of various national fine arts element and make up its own creative ideas and system. The Drawing Color theory is about how to paint color in Chinese painting, whose connotation is far beyond the article concerned. It can be utilized very much in Chinese animation. The cartoon designer must work hard to research the old artistic tradition if they aspire to let Chinese animation has a international competitiveness in the aspects of content, shape, color and so on. They must apply it into new artistic pattern of manifestation, and therefore can make it once again bursting out with a new vitality.
