上海废纸回收资源化的产业化研究 摘要 纵观世界各国，尤其是德国和美国等发达国家和地区，在废弃 物的回收处理和再利用方面都采取了科学、严肃的态度，制定了比 较完善的法律法规体系，并认真加以贯彻实施，使废弃物特别是废 纸得到了合理处置和利用，节约了大量的资源，有效地保护了生态 环境。废弃物的不当处理对环境的破坏作用十分巨大，同时，废纸 也含有大量的可再利用资源，在废纸回收处理方面采取怎样的态度 和方法将对各国能否实现经济、环境和社会的和谐发展产生重要影 响，我国至今对废纸的回收处理还没有形成合理科学的解决机制。 本文根据循环经济学、经济学等基本理论，以上海废纸的回收处 理为研究对象，对上海废纸的回收处理走产业化道路进行了探讨， 并结合上海的实际情况，提出了建立废纸回收处理流程及相关的配 套措施。 本文试图通过上述分析研究，为妥善解决我国废纸的回收处理问 题提供理论依据和实践指导。 关键词：资源化，循环经济，废纸，产业化 A STUDY ON THE INDUSTRALIZATION FOR RECYCLE AND REUSE OF SOLID WASTES IN SHANGHAI ABSTRACT Countries and regions around the world especially developed ones such as Germany and US all have taken a scientific and serious attitude toward the recycle and reuse of wastes. Complete law and regulation systems concerning how to recycle and reuse wastes properly have been set up and fully implemented in these countries. These systems help to save plenty of resources and protect the ecological environment effectively. Improper handling of wastes will result in great destruction to the environment. Meanwhile， waste paper also contain plenty of reusable resources. Hence， the attitude and methods taken towards the reclamation and handling of waste paper play crucial roles in the economic， environmental and harmonious social development of a  country.  Unfortunately， China has not yet set up a scientific and  reasonable resolving mechanism regarding the recycling and handling of waste paper. This essay， based on some basic circular economics and economics theories， probes into the industrialization of the waste paper recycle and reuse in shanghai. It also put forward the basic way and others related matching measures concerning setting up the recycle and reuse procedure of waste paper. The following essay， through the analysis and study above， intends to provide a theoretical ground and practical guidance to resolve the problem of recycle and reuse of the waste paper in Shanghai.  KEY WORDS: industrialization  recycle， reuse， circular economy，waste paper， 第一章 绪 论
