Green Roof 国内外屋顶绿化公共政策研究 Study on Green Roof Public Policy at Home and Abroad 谭一凡 / TAN Yi-fan 摘 要：对国内外屋顶绿化公共政策，包括政策背景、法律框架、政策类型进行了研究，并对国外成功案例进行了分析。研究结 果表明：国外屋顶绿化事业的快速发展有赖于公共政策的良好支撑。在全球范围内，屋顶绿化公共政策主要有两大类型，即鼓励 性和强制性。鼓励性政策在屋顶绿化事业发展初期具有良好的示范作用，也是目前运用得最为普遍的政策措施。而以立法形式将 屋顶绿化作为新建设项目的强制性要求是公共政策发展的必然趋势。鼓励性政策与强制性政策的综合应用，是屋顶绿化可持续发 展的坚实基础。 关 键 词：风景园林；屋顶绿化；公共政策；鼓励性政策；生态补偿措施 文章编号：1000-6664(2015)11-0005-04 中图分类号：TU 986 文献标志码：A 收稿日期：2015-07-30； 修回日期：2015-08-15 Abstract: Public policies of green roof at home and abroad including the background, legal framework and types have been researched, and the analysis of the successful cases has been conducted. The results showed that: the rapid development of green roof industry abroad depends on the good support of public policy. Worldwide, there are mainly two types of public policy, i.e. incentive and mandatory. In the early stage, incentive program has a good demonstration effect, which is currently the most common policy adopted. The compulsory requirement of green roof to the new construction project through legislating is an inevitable trend in the development of green roof public policy. Comprehensive application of incentive and mandatory policies is a solid foundation for the sustainable development of green roof industry.
