Introduction  在中国，发展燃料乙醇的政策导向非常清楚，不能与粮食争地， 不与人争粮。  中国人多地少，首先要保证吃饭问题，是一个基本方针。  因此，必须采取多种方式发展燃料乙醇。  除了直接用玉米来加工燃料乙醇以外，还要积极用作物秸秆等原 料来加工燃料乙醇。  2017年9月，经国务院同意，由国家发改委、国家能源局、财政部 等15个部门联合下发 《关于扩大生物燃料乙醇生产和推广使用车 用乙醇汽油的实施方案》  明确提出到2020年，纤维素燃料乙醇5万吨级装置实现示范运行。  到2025年，力争纤维素乙醇实现规模化生产。  为实现 《方案》这一目标，中国燃料乙醇业界正在做出新的努力 。 一、引言 I.
