摘 要 “治理”范畴是近几年政治学、社会学、城市学广泛重视和应用的范畴。社区治理的目标就是通过多元权力对社区治理的参与，最终实现发扬民主、整合资源、促进社区建设的目的。这既是政治体制改革的过程，也是发扬民主的过程，同时也是社区建设和提高居民生活质量的过程。公民参与是社区治理的本质要求，它既是新公共服务理论在社区建设中的实际运用，又是我国城市基层民主政治建设的核心内容，同时也对社会伦理的完善具有重要意义，有利于社区健康、和谐、快速发展。本文通过对我国城市社区治理中的公民参与现状分析，针对问题产生原因及表现提出一系列解决措施。 关键字：城市社区治理；公民参与 Abstract In recent years,“the government”category is a seriously and widely application category in the politics,the sociology and the city study.The goal of the community governs is through the multi-dimensional authority the participation which governs to the community,finally carries forward the goal which the democracy,he conformity resources,and the promotion community constructs.This is not only the political reform process,also carries forward the democracy process,simultaneously is also the community constructs and improves the resident quality of life the processIt is not only the new collective services theory,in the community constructs the actual utilization,is also our country city democracy at the grassroots level politics construction central content,simultaneously also has the important meaning to the social ethicss consummation.It is advantageous in the community health,the harmony,and the fast development. This article through analysising the present situation of our country citizen participate in the city community government,analysis the reason and the performance to find a series of solution measure.
