二 〇 一 一 年 六 月 摘 要 本文以呼伦贝尔市扎兰屯市为例进行针对性研究，阐述在现有条件下如何进一步深化林权制度改革。介绍林权制度改革的发展沿革和重大现实意义，并从系统论的角度对林业进行分析。分析现有林权制度改革中存在的问题：在林地承包权获得方面，审批、监督机制存在漏洞；未获得林地承包权的林农丧失主要的收入来源；外来承包者与当地林农存在冲突；林地经营者缺乏林业生产与经营的知识导致林业产业规模小；林业经营的大环境还有待完善。进一步提出行之有效的对策建议：加强对林地承包权各个审批环节的监督、审批；转变未获得承包权林农的经济收入方式、健全失地农民社会保障体系；通过承包者与林农合作共赢来化解矛盾；加强林业从事人员专业技术水平和经营能力；建立健全针对林权制度改革的辅助机制。 关键词：林地承包权；林权制度；林权改革 Abstract Based on the Hulunbeier Zhalantun city as an example, this paper expounds specific research under the existing conditions is how to further deepen the reform of state-owned forestry property system.
