STUDYONTHEEXISTINGPROBLEMSANDCOUNTERMEASURESOFFANGCHENGGANG’SBAYRESOURCESDEVELOPMENTAbstract21stcenturymarksthecenturyofoceans.Abundantresourcesremain undiscoveredinthevastoceans,whichserveasthehugetreasuretroveof resourcesforhumanbeings.Baybeingonepartoftheoceansmostclosely connectedwithmankind,itsresourcerepresentsonethemostaccessibleocean resourcesforhumanexploitation.Therefore,howtoeffectivelyandefficiently exploitthepreciousbayresourceshasarousedextensive concern.AsoneoftheonlythreecoastalcitiesinGuangxi,Fangchenggangisa newly-emergingportandbaycitywithuniquecharacteristics.Itisalsoakey steelandenergybaseinstateplanningandakeydevelopmentandopening-up experimentalzonealongborderareas.Fangchenggangcoversanareaofnearly 40thousandsquarekilometerswithacoastlineof580kilometers,3naturalbays (namelyFangchengBay,PearlBay andBeilunRiverBay),and284islands.The richbayresourcesandadvantageousgeographyendowsFangchenggaowiththe potentialofbeingbuiltintoafirst-classecologicalbaycitywithfabuloussea view.Thus,howtoprotectFangchenggang’sbayresourcesandbalancethe relationsbetweenexploitationandprotectionsoastocomprehensivelyexploit andsustainedlyutilizethenaturalbayresourcesisofstrategicalsignificancetothesustainable developmentof Fangchenggang’soverallsocietyandeconomy.Onthebasisoftheabove-mentionedpoints,thethisintentstomakean analysisofthecurrentexploitationandutilizationconditionsof Fangchenggang’sbayresourcesandoftherelationsamongbayresource exploitation,protectionandbaycityconstructionthroughdeeplyinvestigating thebaysourcesinFangchenggangcity.Besides,thethesistriestoexplorethe effectivewaysandmeasurestosolvetheproblemsexistinginbayresources exploitationfromtheperspectiveofpublicmanagementandsustainable utilizationof bayresources.Keywords:Fangchenggangcity；bayresource；exploit；protect目录摘要...........................................................................................................................................IABSTRACT...........................................
