responsibility, and numbers of crime. Online-libel involves multiple participants, and complicated relations and varied forms. Besides the disseminator’s responsibility, we should also take other objects into consideration, including the Internet ghostwriters, network media companies, Internet service providers and social media and so on.The fourth part is about the status quo and possible improvement of libel legislation. We pointed out that, currently, the main problems include the choice dilemma between public prosecution and private prosecution, the difficulty in forensics, and the balance between the value of free expression and reputation protection.
