基于协同创新的科技人力资源共享绩效评价分析-performance evaluation of scientific and technological human resources sharing based on collaborative innovation
摘要日益加剧的信息化和全球化使得科技经济活动的范围超越国界,科技资源开始跨国界分享,科技人力资源全球流动频繁,国家之间的技术、经济和科技合作与竞争愈加明显。要想大力推动协同创新,提高我国的自主创新能力,就应该合理管理和配置科技人力资源,促进科技人力资源的共享,充分发挥科技人力资源共享的最大协同效应。传统的绩效评价已经难以适应科技人力资源共享绩效评价的要求,本文以协同创新为切入点,首先分析协同创新和科技人力资源共享之间的内在关系,提出基于协同创新的科技人力资源共享系统。其次,分析协同创新中科技人力资源共享绩效的特征,分别从共享个体、团队、组织三个不同的角度分析影响协同创新中科技人力资源共享绩效的关键因素,建立基于协同创新的科技人力资源共享绩效概念模型。在此基础上,从组织绩效角度概括出反映科技人力资源共享绩效的评价指标,通过问卷调查对指标体系进行实证分析,建立基于协同创新的科技人力资源共享绩效评价指标体系,指标体系包括五个维度:共享态度、合作效率、管理绩效、产出绩效和能力绩效。采用模糊综合评价法,对问卷调查的协同创新中科技人力资源共享绩效现状进行评价。最后,结合我国协同创新中科技人力资源共享存在的问题提出一些建设性的对策和建议,为提高科技人力资源共享绩效和协同创新建设水平提供指导。关键词:协同创新科技人力资源共享绩效评价AbstractWiththedrasticdevelopmentofinformatizationandtherapidspreadofglobalization,bothscientificandeconomicactivitiesandshareofscience-technologyresourceshavecrossednationalboundaries.What’smore,theyalsocontributetothefrequentflowingofscience-technologyhumanresources,intensivecompetitionaswellascollaborationinvariousareasofscience,technologyandeconomybetweendifferentcountries.Science-technologyhumanresourceswhichserveasthecarrierofscienceandtechnologyhavebecomethetargetforwhichnumerousenterprisesandorganizationsarefiercelycompeting.ForthesakeofthegreatpromotionofcollaborativeinnovationandtheimprovementofChina’scapacityforindependentinnovation,science-technologyhumanresourcesshouldberationallymanagedandallocated,shareofscience-technologyhumanresourcesshouldbepromotedanditscollaborativeeffectoptimized.Conventionalperformanceevaluationisbecomingineffectiveinevaluatingtheperformanceofscience-technologyhumanresources.Thispaper,withcollaborativeinnovationasitsentrypoint,firstlyanalyzesinnerconnectionsbetweencollaborativeinnovationandscience-technologyhumanresourcesshare,proposesasharesystemofscience-technologyhumanresourcesbasedoncollaborativeinnovation;thenitinvestigatesintocharacteristicsofperformanceofscience-technologyhumanresourcessharebasedoncollaborativeinnovationaswellaskeyelementswhichmightexertinfluenceonitfromindividual,groupandorganizationrespectivelyandfinallyfoundaconceptualmodelofscience-technologyhu
