A th e sis su b m itte d to Z h engzhou U n iversity for th e degree of M aster R uralR eform R esearch O n X inY ang E xp erim en tal A reaC om p lexes B y Y an Y ang Superv isor :Prof. D eshang Ji M a ster o f P u b lic A d m in istratio n P u b lic A d m in istratio n S ch o o l M ay , 20 12 摘 要 摘 要 党 的十六届五 中全会提 出建设社会主义新农村历史任务 以来 ，特 别是十七 届三 中全会 以来 ，信 阳市加 快 农村 改革发 展 步伐 ，展 开 农村 改革 发展 综合试 验 区建 设 ，积 极探 索破 解 影 响和 制约农村经 济社会发展 体 制机 制 的方式途径 ，重 点在 农村土地流 转 、农 村 合 作经济 组织 、农村 资金投入 等方 面先 行先 试 、大 胆 探索 。 自2009 年 2 月信 阳市全面 启动农村 改革 发展综合试验 以来 ，在 当地政府 相 关政 策 的积 极 引导和 支持 下 ，农村 改革发展 综合试 验 区建设 在 短 短 的时 间 内取 得 了较好 的成效 ，本 论文通 过对 信 阳市政 府在 推动农 村 改革 发展 试验 区建 设 中 的政 策 出台背景 、政 策分 析 、政策落 实及 政 策对 改革 发 展 的实 际推动 作用进 行 剖析 。提 出了对 策和 建议 ，希望不仅仅 能对信 阳市 的农 村 改革 发展综合试验 区 建 设^ 所裨益 ，更 能为全 国更 多 的类似地 区发展农村经 济提 供有 益 的借鉴 。 关键 词 ：农 村 改革 发展 政 策研 究 I A b s tr a c t A b str a ct S in ce th e h isto rical ta sk o f th e con stru ctio n o f n ew so c ia list ru ra l area w a s proposed on the F ifth P lenum of the 16th C entral C om m ittee of the C PC , especially from the th ird P lenum of the 17th C entral C om m ittee, X inyang C ity have been accelerating the pace of reform and developm ent in rural areas, carry ing out th e construction of the com prehen sive experim ental zone of rural reform and developm ent, actively exp loring the effective m odels and policies to solve the problem s w h ich restricted rural econom ic and social developm ent, being prior to carry and try on prom oting rural land circulation/estab lishing rur
