协同视域下地方政府竞合机制构建研究 中文摘要 中文摘要 随着我国社会主义市场化改革的深入，我国地方政府间的竞争问题越来越引 起关注，大量重复建设和人才争夺的事实证明，地方政府消极竞争行为普遍存在 而且有着愈演愈烈、愈来愈隐蔽的趋势。为了突破这一困境，发挥整体合力，必 须构建地方政府竞合机制。本文梳理了地方政府竞争、地方政府协同以及地方政 府竞合的研究文献，从理论和实践上系统分析了目前研究的缺失，由此进行了新 的视角下的初步探索。本文试图将协同论引入到地方政府间关系的研究中来，在 协同视域这一新的理论视角下探索竞合机制构建的新路径。文章在理解协同论理 论内涵的前提下从协同论的特点和运行机制两个方面分析了协同论引入研究的可 能性和可行性，将地方政府消极竞争的影响机理归纳为三个方面：一是地方政府 成为独立的利益实体后所有的三重利益构成固化；二是现有政治晋升博弈下的考 核指标扭曲和区域合作冲突；三是行政性经济代理合约中代理内容异化和代理主 体间关系失衡。在梳理影响机理的基础上，结合协同论的协同效应原理及自组织 原理，提出了协同视域下相应的协同路径：一是构建以大区域理念和协同发展理 念为前提的目标协同机制；二是构建组织架构层面和制度层面的利益协同机制； 三是构建中央与地方以及各个地方政府间的信息协同机制。通过目标协同、利益 协同、信息协同的路径试图完善现有的地方政府竞合机制，使得协同合作的功能 真正在地方政府间发挥应有的效用。 关键词：协同论；地方政府竞争；影响机理；协同路径 作 者：李 辉 指导教师：王卓君 I 英文摘要 协同视域下地方政府竞合机制构建研究 Research on the Competitive and Cooperation mechanism between Government under the Vision of Synergism Abstract With the development of economy of socialist market, competition between local governments has become the main content of the intergovernmental relations. A large number of redundant construction and talent competition has turns out the negative competition behavior of local government. These problems stems mainly from three aspects: one the local governments became an independent interests entity, the second is the existing problems of mechanism of promotion,the third is the characteristics of the administrative and economic contract.
