摘要 就业是民生之本。在劳动力供大于求的矛盾长期存在的前提下，由于体制转 轨、经济结构调整、工业化进程加快，导致我国的就业问题越来越突出。特别是 大龄下岗失业人员 (通常指女40周岁以上，男50周岁以上的下岗失业人员，简 称4050人员)的就业问题成为诸多矛盾的焦点。本文以天津市为背景，分析了 4050人员的基本情况和目前开展就业援助工作的现状。在借鉴国外对困难群体 进行就业援助的成功经验的基础上，提出了对4050人员开展就业援助的基本思 路和具体政策建议，旨在通过对4050人员就业和保障问题的有效解决，为天津 市经济社会保持全面、协调、可持续发展奠定良好的基础。 本文共分为四个部分。第一章通过大量的基础数据研究分析了4050人员的 基本情况和就业现状。第二章对天津市目前开展4050人员就业援助的一些独到 的做法进行了总结，分析了工作中存在的问题。第三章在研究国外对就业困难群 体的援助情况和我国劳动就业制度历史沿革的基础上，提出对4050人员实行就 业援助是实施积极的就业政策的一项主要内容，其基本工作思路是:就业和保障 相结合，正规就业和非正规就业相结合，平稳过渡，分类援助。第四章将 4050 人员按照就业能力的强弱划为四类，提出对每一类人员开展就业援助的具体政策 建议 。 关键词:下岗失业人员 4050人员 弱势群体 就业援助 ABSTRACT Employmentisthebasisofpeopleslivelihood.Underthepreconditionofthe long-standingcontradictionthatthesupplyoflaborforceexceedsthedemand,the employmentproblemsturnmoreandmoreoutstandingduetothereformationof economysystem,theadjustmentofeconomystructureandtheaccelerationofthe industrializationprogressinchina.Amongthoseproblems,theemploymentofthe relativelyagedunemployedpeople(generallythefemaleagedmorethan40yearsold andthemaleagedmorethan50yearsold,i.e.4050peopleforshort)isbecomingthe focus.ThisthesistakesTianjinasthebackground,andanalyzesthegeneralcondition of4050peopleandthecurrentsituationoffulfillingemploymentassistance.Basedon absorbingthesuccessfulexperienceabroadofassistingthepoorcollectivewith obtainingemployment,thethesisbringsforwardthebasicthoughtsanddetailed policyproposalsforfulfillingemploymentassistance,inordertofind effective solutionstotheemploymentandassuranceproblemsof4050peopleandlaythe steadyfoundationfortheall-round,harmonicandsustainableeconomic-social developmentinTianjin.
