摘 要 摘 要 提高地税部门执行力是改善税收政策执行效果，规范税收秩序，服务地方经济发展 的需要。地税部门作为国家经济执法部门，不仅肩负着为国聚财的神圣使命，税收政策 的执行情况、工作质量的高低，还直接关系到国家经济发展和社会稳定的大局。基层地 税部门作为各项税收政策的最终落实者，其执行力建设对政策目标实现起着至关重要的 作用。随着社会的发展，新时期税收工作对基层地税部门的机构设置、人员素质、制度 建设等方面提出了更高要求。因此，加强基层地税部门的执行力建设是摆在广大地税工 作者面前的一个重要课题。 本文以基层地税部门工作实际为出发点，主要运用案例分析、问卷调查等方法进行 研究，指出地税执行力是执行主体、执行环境、执行机制、执行资源等多种要素相互作 用而形成的一种能力和力量。其中执行主体是核心因素，执行环境是关键根基，执行机 制是必要条件。在比较界定地税执行力概念等基本问题的基础上，通过选取具有基层地 税机关代表性的邯郸县地方税务局进行调查研究，对现实中执行力不足的表现进行列 举，揭示了当前基层地税部门执行力存在的问题及其原因。同时，对目前地税系统加强 执行力建设的相关做法进行探讨，从执行主体、执行机制、执行环境等方面提出治理策 略：提高执行主体的政策认知、加强业务能力建设及增强责任意识；从科学设置职能机 构、畅通信息沟通渠道和完善监督制约制度入手强化执行机制建设；在优化执行环境方 面，大力提升税收决策水平，加大税法宣传力度，并积极开展地税文化建设。 关键词 基层地税 执行力 治理策略 I Abstract Abstract Improve the local tax authorities is to improve execution of the taxation policy and standardize the effect of the order and serve the needs of the local economic development.
