An Analysis of the Way of Upgrading of China’s Ocean Soft Power Abstract With the increasing competition today, upgrading the ocean soft power has become an essential task in the building of harmonious ocean and the peaceful development. Ocean soft power plays an important role in enhancing the comprehensive national strength, improving its international status, safeguarding its maritime rights and achieving the peaceful rise. Strengthening the construction of the ocean soft power is related to the long-term development of the marine programs. Although China holds lots of resources of the ocean soft power, it doesn’t excavate its potentiality fully. Therefore, it is our urgent priority to plan the development of the ocean soft power from a strategic height and analyze the way of upgrading of china ’s ocean soft power. Clearly defining the concept and the connotation of the ocean soft power is the foundation of upgrading it. The ocean soft power is a force and it is formed in a two-way interactive process. This paper argues that the ocean soft power can be attributed to three forces, which named the development force, the spread force and the influence force. A country or region uses its resources which includes the concept of human-sea, marine cultures, marine institutions and the model of marine development to spread to other regions through transforming-supporting institutions. The final result is the recognition of the outside world and a following capacity. In addition, the ocean soft power is generated among aspects of its formation.
