中文摘 要 在 中国社会 由计划经济 向市场经济转变 的过程 中，中国城市住房 的分配管理 体制也在 经历着 深刻 的变革 。在市场 经济深入发展 的今天 ，中国城 市住房领域产 生 了很 多 问题 ，引发 了大量 的 国土 资源和贷款 资源 的滥用和 浪 费 。文章试 图在梳 理公共产 品概念 的历史渊源过程 中全面理解准 公共产 品的概念和性质 ，并选取 中 国城 市住房 中存 在 的公产房和 保 障性住房为典型 ，从有效供给 的行政 管理角度进 行研 究，探索 出中国城市住房是具有一定 的不可分性 、非竞争性和 非排他性 的准 公 共 产 品 。 从分析准 公共产 品供应 与 需求 的影 响 因素 ，分别 试 着从 供给 主体 的成 熟度 、 供给环境 、信 息 的不对称性 、消费者 的相对收入水平 四个维度分析 ，寻求政府对 中国城 市住 房有 效供给 切 实可 行 的措施是 ：建立政府 主 导 的多元 供 给主体 ，减 少 信 息不对 称 的影 响 ，引导群 众树 立 以租 为主 、逐 步 改善 的 中国城 市住 房 消 费观念 。 这 三 项措施相辅 相承 ，政府 是解 决 中国城 市住房供给 问题 的主体 ，减 少信 息不对 称 因素 能使供给 问题解 决 的更加顺 利 ，正确 的 中国城 市住房 消 费理念 从客体 的角 度使 中国城 市住 房需求 回归理性 。 关键 词 ：公共产 品；城市住房 ；政府 ；有效供给 I T h e res ea rch o f th e C ity H o u s in g effective s u p p ly p ro b lem in C h in a Y u jing D irected by W an quan A b str a c t D uring the tran sition period from a planned econom y to a m arket econom y, the m anagem ent system of hou sing distribution has undergone an exten sive and profound reform .
