内容摘要 本文以中国人大预算监督为研究对象。以人大预算监督的制度一过程为分析 框架，通过对中国人大预算监督基本制度的文本分析、运作过程分析、各级人大 具体的预算监督制度创新研究以及各级人大预算监督的过程与程序分析，力图探 寻目前中国人大预算监督存在的主要问题以及改善的主要措施与基本途径。 中国人大预算监督的制度分析就是考察现行法律、法规以及党和国家的制度 安排是如何规定各级人大对本级政府财政预算进行监督的。从现有的中国人大预 算监督的制度体系来看，中国基本形成了以 《中华人民共和国预算法》为核心架 构，以 《中华人民共和国审计法》、《中央预算执行情况审计暂行条例》等一系列 法律、法规为有效补充的相对完整的预算监督制度体系。但是，目前的人大预算 监督制度也存在一系列问题，主要体现在预算权力分配不合理、人大预算监督体 制性障碍非常明显，法律不健全，程序不明确，对预算审批监督缺乏严格的、操 作性强的规定，致使各级人大所拥有的这一职权处于虚置状态，人大预算监督的 权威性与实效性均受到挑战。 本文在介绍几个西方国家议会预算监督的基本过程与程序的基础上，着重分 析了中国人大预算监督过程的基本情况以及中国人大预算监督过程的现存问题 及其改进方向。通过分析，本文最后认为强化人大预算监督的权威与实效是提高 我国有限的财政资金使用效率的基本途径，是推进我国政治民主建设与法治建设 的主要内容。 关键词:人大预算监督制度分析过程分析 分类号:D622 Abstract ThisdissertationusesNPCBudgetMonitoringasitssubject,theinstitutionand processofNPCBudgetMonitoringasitsrfamework.Throughtheanalysisofthe basicinstitutions,theoperationprocess,theinnovationoftheinstitutionofdifferent levelsofpeoplecongress,theprocessandoperationofNPCBudgetMonitoring,this thesiswantstoanalyzethemainproblemsintheNPCBudgetMonitoringandtheway tosolvethem.
